You won't get a geared bicycle within that budget, Bro.. even the cheapest BSA Hercules cycles for adults come at +4K.. you'll get a decent selection of cycles between 5-10K though. Suggest you browse through the models at a BSA showroom and select one.

boss, dont think bicycle is the cheapest vehicle in the world, thought it comes in some thousand bugs, its too costly these days,
your budget i think is some 5 6 year old, today 4k will give only a simple bsa bike,
believe me, i am a fond of bicycles, i knw a lot of them,
i suggest you to raise your budget or stop dreaming of gear bikes,

if u can afford, go for Hercules Bikes, i use turbo drive, year ago it costed me 6.5k...

also get shimano gears only, they are the best than any other...
