11046 is your points you have got in your account as a result of repping by other members......... You have a rep power of 14 which means other users can get 14 points added to their account if you repp them........ Rep power is different and rep points are different.......See FAQ by xyster if you want more info... In 24 hours, you can repp 40 members........
