I find white color layer on my penis forehead(base of forehead) what is it, it was not coming from so many days, when i was in 9th or 10th at that time i was seen that what is that called and why it will come...

Its perfectly normal........ This is known as smegma. The main function is lubrication of the head of penis...

You must retract your prepuce and clean the penis once in a while, because some studies have found that accumulation of smegma can lead to carcinoma penis... Its not confirmed yet..

Smegma wont form if you clean daily at least once. If nothing else it is godawful smelly ; reason enough it should not be there :/
